By washing up coal, the dirt cannot be lessened. What is wrong is wrong. Bribe taking or giving is wrong and totally unlawful. Whereas, legalizing bribe giving and taking by no means can be a sound idea for practice in the society. Its an open source of corruption. Any sort of corruption produces multiples of various corruptions in the society. Therefore, none of the corruptions should be made legal even in their tinniest measure if the authorities are really sincere and devoted to do something good for the humanity / nation / people / country for its prosperity.
