For coverage of loss in utility items heavy charges should not be burdened on average citizens' shoulders by charging them with high rates that may be beyond their capacity to bear. The government should apply alternative means in such situations to have compensated with its heavy loss on consumer items so that common people of the country are spared from being burdened to cause them face tragic and pathetic incident like heart-attack etc.
