Power shortfall or of else such essentials indicates incapability, negligence and mismanagement of the then Government of the region / country, which needs to be tackled / fulfilled, otherwise, the Government of the time should create chance for the other capable / competent / expert ones to shoulder the responsibility for needful doings as soon as possible in-spite of putting the people / nation / country in tragic / pathetic / peculiar situation furthermore far before being overthrown on their (the then Government's) own risk and consequences.
