In olden days when humans where less civilized than today, they used to apply their pattern of living in a chain of killings for killing; murders for murder; wars for wars and chain of crimes for crimes. 

Answering a war with a war; destruction with destruction; terrorism with terrorism; crime with crime or any of their similar is no longer a well-founded theory. 

There are people who commit crimes after crimes to get rid of the punishment for a single crime once they committed, whereas, basically they were known as simple and innocent people but certain circumstances of the society make them like that. And finally they become habitual and professional criminals.
