It does not sound justified for a head of a state of a country to order  his/her  troops to go and fetch a culprit's corpse (dead body) aiming to have full share of credit of ending up the gang leader , rather the strategic process in reality could be  just arrest him alive; produce him in the international  court of justice and have him punished accordingly.
Whereas, ending up the gang leader's life does not mean ending of total gang, rather the gang people and their people have been filled up with multiple measure of resistance and resentment, which is a sort of ever growing fire spreading as like as uncontrollable wildfire forever for generations.

May the humans learn to live and act in a strategic manner in-spite of  applying whimsical moves, which has never been found fruitful ultimately!
